ASP2030: A Strategic Roadmap for the Future of the Alliance
For Ministers of the World Sports Alliance
The World Sports Alliance is Entering a Decisive Chapter in its History.
With the Restructuring of the Alliance underway, we launched the ASP2030 Implementation and Selection Procedures (ASP-ISP)—a clear, transparent, and ambitious framework to guide the implementation of the Alliance Strategic Plan 2030 (ASP2030) and the selection of the Host Country for the International Academy.
This is more than an administrative process. It is a defining moment for our Member-States: a chance to strengthen the global legitimacy of the Alliance, to build world-class sports infrastructure, and to demonstrate commitment to youth, education, and sustainable development.
1. Two Objectives, One Framework
The ASP-ISP was designed with a dual mission:
Implement the ASP2030 in every Member-State.
Select the Host Country for the International Academy—a flagship institution that will serve as the educational, cultural, and athletic epicenter of the Alliance.
To ensure integrity and accountability, the procedures require that all steps be carried out under strict transparency rules, with public participation and secure data handling.
2. Requirements for Candidate States
For a country to be considered for the ASP2030 and the International Academy:
Sign the Master Framework Country Convention (MFCC) and complete the Academy Application Questionnaire and Declaration Form.
Provide ±5 hectares of land near the capital city at no cost to the Alliance
Meet all technical and administrative requirements before the close of the bid period.
3. Public Selection of the Host Country
Unlike traditional closed-door decisions, the Host Country will be chosen by the public through an electronic vote on the Nektar systems:
Only verified individuals members of the Nektar DAO and aged 14+ can vote.
Voting takes place in two rounds: the first to identify three finalists, and the second to select the winner by simple majority.
The vote will occur during a 15-day public campaign alongside the Youth Olympic Games in Dakar, Senegal (Oct 31–Nov 15, 2026).
This approach ensures democratic legitimacy and worldwide engagement.
4. The Implementation Committee of the Alliance (ICA)
Execution of the ASP2030 will be entrusted to the ICA, a specialized six-member body appointed jointly by the Managing Director of the Agency and the Secretary-General of the Alliance
The ICA’s mandate covers:
Infrastructure & Procurement: Planning and construction of Academies.
Project & Financial Management: Overseeing budgets and accredited suppliers.
Human Resources: Staffing and capacity building.
The ICA will prepare two critical development plans:
IADP – International Academy Development Plan (for the Host Country).
ADP – Alliance Development Plan (for all Member-States).
5. Financing the ASP2030
Funding will come through the ASP2030 Fund (ASP30F), managed by Nektar, with contributions from private donors, companies, sponsorships, naming rights, and SDG ventures—not Member-States.
A unique opportunity exists for any Individual or Member-State to finance the entirety of the ASP2030 by acquiring the Nektar Global Rights (NGR), granting perpetual rights to name Academies, Games, Programs, and Scholarships.
6. Budgets and Oversight
Two distinct budgets will guide implementation:
AOB (Operational): Capital investments, personnel, and operational support.
non-AOB (Non-Operational): Legacy debts from before restructuring—funded separately and not from ASP30F resources.
Strict financial discipline ensures ASP2030 funds are used exclusively for implementation.
7. Responsibilities of Bidding States
Candidate states bear the costs of their bids, including feasibility studies and any official missions hosted in their territory. This guarantees that public funds and funds from the ASP30F remain fully dedicated to infrastructure and program delivery.
8. General Assembly & Ministerial Conference : DAKAR, NOV 3rd, 2026
Candidates and Member-States are all invited to participate to the 1st Alliance General Assembly (WSA-GA1) held in Dakar, Senegal, on the sidelines of the Youth Olympic Games (YOG).
A Milestone for the Alliance
The ASP2030 Implementation and Selection Procedures set a new standard for transparency, public participation, and strategic vision.
For Ministers, this is a call to action: mobilize national institutions, engage with citizens and your athletes during the YOG , and seize the opportunity to host the International Academy and shape its legacy.
